Intergovernmental Services

The Fund Development Unit serves as a citywide resource to assist City departments and local non-profit organizations in grant making activities, including coordination of grant applications and technical grant writing expertise.

The Fund Development Unit also solicits funding for City programs and activities, public/private partnerships and non-profit agencies.

  • City programs can include public safety, environmental quality, and cultural/educational initiatives.
  • Public/private partnership funding is used to leverage additional resources for construction-related activities and program implementation.
  • Non-profit assistance helps to defray requests for funding normally directed at the City.

In addition, the Fund Development Unit also manages grant funds allocated by state and federal governments. These include:

American Reinvestment and Recovery Act

The American Recovery and Reinvestment Act 2009 (ARRA) is designed to inject money quickly into the economy by using pre-existing programs, criteria, and funding methods. Money will be distributed directly to federal agencies, states, and local governments using pre-existing funding formulas. Other funds will be made available through federal agencies via a competitive application process.

The City of Dallas will benefit from the formula funds already allocated, in the amount of $86.8 million, through direct funding of City of Dallas programs and through projects within Dallas funded through other agencies. Additionally, the City of Dallas has submitted applications requesting approximately $364 million in competitive grant funding. ARRA funding is available for a wide-range of projects including infrastructure improvements, energy efficiency, law enforcement, and housing.

Homeland Security Grants

Homeland Security grants are issued by the Department of Homeland Security (DHS) to address the City's unique equipment, planning, training, and exercise needs and to assist in building an enhanced and sustainable capacity to prevent, respond to, and recover from threats or acts of terrorism. IGS works closely with DHS, the Governor’s Division of Emergency Management, and regional partners to ensure that we are well prepared.

Justice Assistance Grants

JAG supports all components of the criminal justice system, from drug and gang task forces to crime prevention and information sharing between jurisdictions. IGS acts as the fiscal agent for all eligible jurisdictions within Dallas County, and serves to coordinate applications and provide grant management assistance to those eligible jurisdictions for justice system activities.
